The Oxnard Leadership Program 2026 cohort spent Public Safety Day with the Oxnard Police Department (OPD), Ventura County Sheriff's Department and the District Attorney, and included the program's first-ever tour of Todd Road Jail in Santa Paula. The session was led by coordinator Tom Cady, retired Oxnard Assistant Chief of Police, WVCBA Board Member, and Owner of security services consulting firm TKC Enterprises. The morning began with a presentation from OPD's SWAT team and included an eye-opening opportunity for two cohort members to participate in a training demo in the Jim Jensen Jim Jensen Training Facility. The cohort met with District Attorney Erik Nasarenko and Bureau Chief Scott Whitney at Ventura County’s Todd Road Jail. The discussion focused on the District Attorney’s Office efforts to combat organized retail theft, solve long-standing cold cases, and protect children from exploitation and abuse. After lunch, the group was led on a tour of Todd Road Jail by Commander Tim Ragan and Deputy Veronica Graybill. The tour highlighted the Health and Programming Unit, which opened in 2023 and is designed to house 124 inmate-patients with severe medical and mental health needs.
The day wrapped up at OPD headquarters where the cohort met with Assistant Police Chief Rocky Marquez who highlighted the department’s drone program and a led brief walkthrough of the department.
